Village Administrator

Phil Morse has been serving as the Village Administrator for Shelby since the summer of 2024. With a diverse background that includes roles as a county commissioner representing Shelby and Ferry Townships, a B2B salesman at Rivers Ace Hardware, and a principal at New Era Christian School, Phil brings a wealth of experience to his current position. He holds a bachelor’s degree in education and a master’s in educational leadership from Grand Valley State University.

Phil, originally from Spring Lake, MI, moved to North Muskegon in 2002 with his wife, Missy, shortly after they were married. It was there that they began their family. In 2011, Phil, Missy, and their children—Anna, Matthias, and Eli—relocated to New Era. In his free time, Phil enjoys working on home projects, playing pickleball, spending quality time with his family, and investing in the lives of others.

Phil sees his role as a privilege and is dedicated to Shelby being a safe, well-maintained, and appealing place for its residents and visitors.

Clerk/Treasurer

Miraya is a proud graduate of Shelby High School, Class of 2017, and a lifelong resident of Shelby. She joined the Village team as an Administrative Assistant in the summer of 2025 and was appointed Clerk/Treasurer later that fall. With nearly a decade of customer service experience beginning in 2016, Miraya brings a strong commitment to community engagement and public service.

Her passion for language learning—especially Spanish—reflects her dedication to effective communication and inclusivity. Outside the office, Miraya enjoys expressing her creativity through drawing and photography, and she has recently discovered a love for hiking.
